2008-2009 Plan to Prevent and Control Diabetes in Texas

The Texas Diabetes Council is legislatively mandated to develop and implement a state plan for diabetes treatment, education and training. Diabetes and Disparity is the theme for the 2008-09 plan, focusing on disparities in diabetes prevalence and mortality, and the inequities in diabetes education and care that contribute to a growing burden of diabetes in Texas.

A community lifestyle intervention pilot program improves health status of sixth graders at risk for diabetes.

Description: HB 3735 (80R) authorized the Department of State Health Services and the Texas Diabetes Council to create a diabetes pilot program at Memorial Health System of East Texas that would provide a comprehensive approach to promoting the prevention and treatment of diabetes and acanthosis nigricans. Memorial Health System could solicit, accept, and administer gifts and grants for the purpose of the pilot, but could not use state funds to administer the pilot. Memorial Health System was required to submit this report describing the effectiveness of the pilot program and recommendations for continuation of the program to the Texas Diabetes Council by October 1, 2008. This pilot program will expire September 1, 2009.

Description: Prepared by the University of Houston Network for Evaluation and Training Systems and the University of Houston Health Law and Policy Institute, this report identifies the scope and nature of prevention and screening coverage pertaining to cancer, cardiovascular disease, diabetes, diet and weight control, and tobacco cessation services provided by Texas HMOs, and examines how those services differ by HMO product line (commercial, Medicaid, and Medicare).

Description: The 77th Texas Legislature in 2001 mandated the creation of a Texas Pediatric Diabetes Research Advisory Committee to develop a plan to research pediatric diabetes and medical conditions associated with diabetes within the state. The report from the Texas Pediatric Diabetes Research Advisory Committee to the Governor, Lieutenant Governor, and Speaker of the House of Representatives recommends that diabetes in children be a reportable disease and that the state create a Texas Pediatric Diabetes Research Resource.

Description: The product of a twelve-month study, the Type 2 Diabetes in Children and Adolescents Statewide Action Plan outlines the significant steps that should be taken to combat this emerging problem in Texas.
